Conduct of Library Users

The purposes of the library's rules for the conduct for library users are:

1. To protect the rights of individuals who are in the library to use library materials and/or services.

2. To protect the rights of staff members to conduct library business without interference.

3. To preserve library materials and facilities.

According to Michigan statute, the Library Board may exclude from the use of the library any and all persons who shall willfully violate such reasonable rules and regulations as the Board may adopt (MCL 397.206). Such exclusion from the library shall occur on the orders of the Director or his/her designees. In serious cases parents or police will be contacted.

The violation of any federal or state statute or local ordinance on library premises will also be regarded as a violation of library rules. Any disruptive behavior that interferes with others' use of the library or a staff member's ability to conduct library business will not be tolerated.

Outdoor smoking is prohibited within 25 feet of library exits.

Beverages are permitted in hard plastic/travel cup containers with lids or screw-top bottles anywhere in the library.

Patrons are required to wear shoes or other footwear at all times in the library.

Patrons who are behaving inappropriately or disruptively will be warned that the behavior must stop. If the behavior is not immediately corrected, the person will be told to leave the premises. Anyone who does not leave after being told to do so will be considered a trespasser and will be treated accordingly, including involving the police. Habitual abusers of library rules may be banned from the premises for a time period anywhere from one day to permanently depending upon the severity of the infraction and the number of previous offenses.

Notwithstanding the foregoing provisions, any person, without prior notice or warning, may be immediately removed from the Veterans Memorial Library or any branch library if his/her presence or conduct on the premises poses an immediate and imminent danger to any person or property on such premises.
