How do I get a library card?

Residents of Estill County may join the library by showing photo identification and proof of address and by agreeing to obey the library rules and regulations.  Children under the age of three are not issued a library card; their library  materials are checked out on their parent or guardian’s card.

Out of county applicants who are residents of Kentucky, in the spirit expressed in the section Cooperation With Other Libraries, may apply for an Estill County Public Library card by following the same process as an in-county resident.

Children under the age of 18 will have their account tied to the responsible parent or guardian’s account.  A signed permission slip must be on file acknowledging responsibility for a minor.  A parent or guardian’s account will be blocked if a child’s account is not in good standing and vice versa.

New patrons must provide picture identification as well as a current piece of mail, utility bill, or other approved proof of address.  Any patron who does not have access to this proof of address will be given a postcard, with postage paid, to act as their proof of address upon return of the postcard.  Patrons who change addresses should inform the library of this change and may be required to provide proof of the change.

The original library card is free; each replacement card is $1.00 for adults and $.50 for those under 18.  Replacement cards may not be issued to patrons with overdue items or unpaid fines.

A valid Estill County Public Library card or valid state, federal, or military ID must be presented in order to check out library materials.  Patrons who believe their card lost must declare this occurrence, and may be issued a new card at the above listed replacement rate if the account is in good standing.

By creating a library account the patron agrees to obey all the rules and regulations of the Estill County Public Library, and to pay for the damage or loss of library materials, and to give notice of any change of address or phone number.

Library cards are non-transferable.  Accounts are issued to, and usable, only by the individual registered to that account.  Children must be present for a parent/guardian to use their account.  Children may not use their parent/guardian’s account without those individuals present.  Exceptions may only be made by the Director in case of extended medical or similar circumstances.  Signed permission must be received by the Director and will be retained on file.
