Patron Behavior

It is the policy of the Estill County Public Library to provide a comfortable environment in which to provide free and reasonable access to its materials, facilities, and services.  Patrons are expected to observe the rights of other patrons and staff members, and to use the library for its intended purpose.  Any behavior that interferes with legitimate library business, or infringes upon the rights of others to use the library will be prohibited.  The Library will maintain a safe and equitable environment for all patrons.  Patrons may be asked to leave the building, grounds, or be subject to arrest if the following rules are not observed:

• Respect for other library users and staff shall prevail at all times.  This includes use of abusive language, loud talking, music, etc. that disrupts, or is intended to disrupt, other patrons or library services.
• Tobacco use, in any form, is prohibited in the library building at all times.  Electronic cigarette usage will be enforced in the same manner as traditional cigarettes.
• Use and possession of controlled substances, drugs, or alcohol is prohibited on library property.
• Open drinks or food while at a computer station or while using a library-owned laptop is not allowed.  These items must be safely stored or moved away from the computer station or laptop.
• Bringing in meals deemed to be inappropriate for consumption at library tables e.g. pizzas, combo/box meals, or anything larger than a snack.
• Patrons must wear suitable attire including shirt and shoes.
• No animals are permitted, except those assisting persons with disabilities.
• Public restrooms may not be used for bathing or washing dishes.

Furthermore, the following kinds of behavior will not be tolerated in the building or on the grounds:

• Theft of materials or the personal property of other patrons or staff members.
• Vandalism or deliberate destruction of library property or materials.
• Violation of any local, state, or federal laws.
• Panhandling/begging, soliciting, gambling, loitering, or sleeping.
• Any behavior that endangers safety or health.

The Library maintains the right to inspect all packages of visitors entering or leaving the building.  The Library has the right to restrict visitors from entering the building with large bundles, carts, bicycles, or similar items.  Anyone who refuses to leave the library at the request of a staff member may be subject to arrest and prosecution.  The Library may take appropriate legal measures to enforce these behaviors or to prevent access to individuals who refuse to comply.  These rules are not all-inclusive of every behavior that will be regulated on library property.  The Estill County Public Library reserves the right to prohibit any behavior or action that is deemed to be inappropriate or disruptive.  We appreciate each patron’s cooperation in maintaining a pleasant atmosphere in the library.
