Policies - Public Computers-Adults

The Lynn Haven Public Library is a source for information and education for our community. In response to advances in technology, we are pleased to make available for patron use computers with Internet access. The Library upholds the right of each individual to obtain information from a wide variety of sources. It also affirms the right and responsibility of parents to determine and monitor their children’s use of library resources. To ensure that computer access is offered equally to all users and is operated within legal parameters, the Library has established the following rules. Patrons should read the policy carefully before signing.

Internet Access Disclaimer

The Internet provides a wealth of information that is personally, professionally, and culturally enriching. At the same time it may contain material that is inaccurate, outdated, illegal, or personally offensive. The Lynn Haven Library cannot control or monitor Internet information, nor does it endorse ideological content. The Library and the City of Lynn Haven do not guarantee privacy or confidentiality while transmitting information electronically and accept no liability for direct or consequential damages related to Internet use.

Guidelines for Computer Access

Library Responsibilities

  • Library staff assigns computers to patrons on a first-come, first-served basis and maintains a waiting list if all stations are full.
  • Staff can orient new users to computer work and Internet browsing. They may be able to offer suggestions for searching and answer some technical questions but cannot provide in-depth training. Additional assistance is available through print materials and tutorial programs both off- and online.
  • The Library respects the privacy of all patrons, adults and minors, and does not disclose, use, or disseminate personal identification information.

Patron Responsibilities

  • Patrons aged 17 and over must sign the Acceptable Use Agreement prior to using a library computer for the first time.
  • Minors, children age 16 and under, may use computers only under the terms and conditions detailed in the Parent/Guardian Permission Agreement. Both the Permission Agreement and the Acceptable Use Agreement must be signed and on file at the Library. The intent of this provision is to restrict access by minors to inappropriate matter or harmful material on the Internet.
  • To obtain a computer the patron will sign in at the Circulation Desk with a valid library card or a state issued driver license or photo identification card.
  • Users must abide by all copyright laws and software license restrictions.
  • Patrons may utilize Email only through personal accounts set up with free, web-based providers such as Yahoo or Hotmail.
  • Computer patrons must comply with all federal, state, and local laws, as well as all library rules and policies.
  • The following actions are prohibited:

    • Viewing, displaying, or sending obscenity, child pornography, or disruptive messages, files, or images as covered by current federal, state, or local laws and ordinances including, but not limited to Florida Statutes Chapter 847 and Title 18, United States Code, Section 2252.
    • Visiting “chat rooms” or using “instant messaging”
    • Changing, adding, or deleting files on computers or network
    • Altering settings or downloading to library computers
    • “Hacking” or participating in other unauthorized, unlawful online activities
    • Using non-library software or drives
    • Inserting/using floppy or compact disks
    • Harassing, threatening, or attacking others
    • Abusing or misusing equipment





  • Printing is available in black and white for 15¢ a page. Inquire at the Circulation desk.
  • A one-hour time limit is in effect for each user per day. The time limit may be extended to two hours if two (2) computers are available for walk-ins and no one is waiting. Circumstances beyond the Library’s control such as computer “freeze,” power outages, or equipment failure, although unfortunate, do not entitle patrons to time beyond the limit.
  • Computers are available during regular business hours until 15 minutes before closing, subject to occasional maintenance or equipment problems.
  • Computer use will be managed in a manner consistent with appropriate use of all Library materials and services.
  • Failure to use computers and Internet responsibly as defined in this Acceptable Use Policy will result in revocation of computer and/or Library privileges.
  • Changes made to Policy from time to time will not require additional signature. Library will post notice so patrons may read updated document.
