Applying for a Card
To be eligible for a library card, a person must be a resident of the county, own property in the county or be regularly employed in the tax area.
Resident cards: In order to receive a card, one of the following must be presented:
1. Current South Carolina Driver's License
2. Current S.C. Highway Department ID card
3. Address on a personal check
4. Voter registration card
5. Property tax receipt
6. First class mail addressed to the applicant received within 30 days
7. Letter from employer verifying current employment.

Non resident cards: Non-residents who do not meet the criteria above may secure a library card for a $20 annual fee per family. These cards are valid for one year.
Reciprocal Borrowing with Pickens and Anderson Counties: Oconee Count Libraries have entered into an agreement for Reciprocal Borrowing with Pickens and Anderson County Public Libraries.
Juvenile cards: If the applicant is less than 15 years of age, a parent or guardian must meet the residency requirements and must accept responsibility for materials borrowed by the juvenile by signing the juvenile's card.
In general, if the applicant can show verification of address at the time he/she applies, he/she will be given a card at that time. If he/she cannot show verification, only 2 items may be borrowed and a card will be mailed to them.
Patrons are responsible for all materials checked out on their card. The library discourages a patron from allowing others to check out materials on his/her library card. However, if a patron presents another patron's library card to check out materials, staff members will assume that permission has been granted for the use of that card unless the card has been reported lost or stolen.
Lost card: If a patron's card is lost or stolen, the patron should notify the library immediately in order to prevent unauthorized use of the card. Patron identification and $2.00 is required for a new card. It is the responsibility of the patron to notify the library of an address or name change.
Library cards must be presented each time a patron wishes to check out any material.
Company Cards: If an Oconee County business owner/supervisor wishes to have a Company Card, he/she must complete the correct application form for this type of card. When the application is completed, a card is issued and mailed to the supervisor. The supervisor may give the card to an employee, however the supervisor will be ultimately responsible for all items changed out on that card.
Day Cares who use the Bookmobile as well as branches will be given two cards - one to be used on the Bookmobile and kept on the Bookmobile, the other a Business Card to be kept by the Day Care and used when they come to a branch. These two cards cannot be interchanged (e.g., they could not be use the Business Card on the Bookmobile, and vice versa). When the staff comes to a branch to check out materials, they would be treated like any other patron and would be required to bring their card with them each time, charged fines on overdue and would be responsible for any items checked out against it.
