NYT: U.S. fears Iraq projects will go to waste

The $65 million plant is meant to provide water for 200,000 people  just a tenth of the population of the vast slum on Baghdad's eastern ouskirts. The U.S. has spent $53 billion for relief and reconstruction in Iraq, but Iraqis' inability to maintain what's left behind could waste hundreds of millions of dollars and jeopardize basic services.
