In 1928 the 20th Century Club, through the efforts of committee chairman, Mrs. Georgia Laschinger, Mrs. Mittie Barnwell and Mrs. J.R. Mings led the club in projects benefiting the library. At that time the library was located in the County School Superintendent's office in the old courthouse.
The 20th Century Club continued to support the library in the mid 1930's when it was moved to Roosevelt Park.
In the 1940's the old county jail was remodeled and the library moved to the second floor of the city hall.
In 1963 the building formerly used as the Church of Jesus Christ of Latter-Day Saints was purchased and it became the Upshur County Library. In 1983 the city applied for a state grant of $200,000. It was received with the provision that the amount be matched.The Friends of the Library accepted the challenge. The beautiful Library speaks to the success of that challenge.

The Upshur County Library formally opened on May 31- 1928, containing 500 volumes and now at the end of July 2000, their total holdings are 56.000
Within the last forty years, The Upshur County Library has moved from three locations, and has seen many interested, dedicated citizens take an active part in making the library an asset to the community. Today the library, with its bright lighting and air-conditioning, provides the atmosphere to stimulate the readers' concentration.
Upshur County Library has now been designated as a Class lll Area Library serving a population of over 20,000 in the Texas Library Association's plan for state-wide library development.
